The local police claimed to have arrested two operatives of the drug gang allegedly supplying drugs to the educational institutions in Multan, ARY News reported on Tuesday.

After registering a case against the suspects, the Seetal Mari police have arrested two suspects, identified as Afzal and Bilal, allegedly selling drugs to the students in Multan’s educational institutions.

The police spokesperson revealed to have recovered a huge quantity of drugs, including 17 kg of hashish, 2 kg of heroin and 1 kg of ice, from the possession of the arrested individuals.

The Superintendent of Police (SP) City Hasan Raza stated that the arrested accused are already registered in several drug cases.

Google to establish 50 smart schools in Pakistan

ISLAMABAD: The Google for Education team, in collaboration with its local partner Tech Valley, has decided to establish 50 smart schools in Pakistan.

Google recently convened with the Secretary of the Ministry of Federal Education and Professional Training to present forthcoming plans for Pakistan’s education sector.

According to details, 50 Smart schools in Islamabad will be equipped with 30,000 Google for Education IDs which includes features, powered by AI, like practice sets and a suite of digital tools for enhanced collaboration and productivity.

During the meeting, discussions extended to several upcoming initiatives, including teacher workshops on Google for Education tools, the establishment of a public Google Reference School, the training of 2000 youths in job-ready skills through Google Career Certificates, and the potential collaboration on hosting an Edutech event with the Ministry of Federal Education in Pakistan.

Sher Afzal Marwat says ready to withdraw from PAC chairmanship race

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) leader Sher Afzal Marwat said that he will step down from the potential chairmanship of the Public Accounts Committee (PAC) if any of his party colleagues is nominated for the post, ARY News reported.

In a statement issued here, Sher Afzal Marwat said that in a meeting with the PTI founder, opposed a proposal nominating Sunni Ittehad Council’s (SIC) Hamid Raza for the chairmanship.

He said that he suggested Imran Khan nominate any other party colleague for the post instead of SIC’s Hamid Raza.

“The PTI founder had earlier nominated me for the PAC chairmanship in the presence of journalists at Adiala jail,” Sher Afzal Marwat added.

He also endorsed Chief Minister Khyber Pakhtunkhwa Ali Amin Gandapur’s statement to ‘storm’ Islamabad and said that the PTI will also hold a million march and sit-in later.

“Million march and sit-in will be held at the final stage of our movement,” he added.

Sher Afzal Marwat said that ‘massive’ rigging was done in the  February 8 general elections, adding that the PTI was deprived of at least 85 MNAs. The PTI leader said that people are being picked up and sent to assemblies, but even they don’t know what is going on.

Earlier on April 24, it was reported that The PTI-backed SIC has decided to nominate Hamid Raza as the PAC chairman.

On March 27, PTI leader Ali Muhammad Khan said that party founder Imran Khan has nominated Sher Afzal Marwat as the candidate for the PAC chairman’s role.

Speaking at ARY News programme ‘Off the Record’, the former federal minister said that the PAC chairman slot was the prerogative of the opposition and there is currently ‘only one’ opposition party in the parliament.

Responding to a question, Ali Muhammad Khan denied knowledge of reports suggesting that the National Assembly (NA) Speaker has refused to make Sher Afzal Marwat the Chairman of PAC.

The Security Forces gunned down four terrorists during an intelligence-based operation (IBO) in Tank, Khyber Pakhtunkhwa, ARY News reported on Monday, quoting Inter-Services Public Relations (ISPR).

During the operation, security forces effectively engaged the terrorists’ location as a result four terrorists were killed. Weapons, ammunition & explosives were also recovered from them.

The killed terrorists were involved in several terrorist activities, the ISPR said.

Sanitization operations are being conducted to eliminate any other terrorists found in the area as the Security Forces of Pakistan are determined to wipe-out the menace of terrorism.

In similar intelligence-based operations (IBOs) in North Waziristan and Panjgur districts, security forces gunned down four terrorists.

According to the military’s media wing, an IBO (intelligence-based operation) was conducted in the Panjgur District of Balochistan on the reported presence of terrorists.

During an intense exchange of fire, two terrorists, including wanted militant Asad aka Hasrat were gunned down. Meanwhile, arms, ammunition, and explosives were recovered from their possession.

In a separate operation in the North Waziristan District, two terrorists were killed.

The military’s media wing added that the killed terrorists remained actively involved in numerous terrorist activities against the security forces as well as innocent civilians in the area.

IMF board expected to approve $1.1b disbursement for Pakistan today

International Monetary Fund’s (IMF) executive board meeting is expected to approve the last tranche of $1.1 billion under standby arrangement on Monday (today), ARY News reported on Monday, citing sources. 

As per details, the meeting of the IMF executive board will continue until May 3. The international lender is likely to okay the disbursement of $1.1 billion to Pakistan today, the sources said.

They further said, the State Bank of Pakistan is likely to receive the last tranche from the IMF tomorrow, after the approval.

It is to be noted that Pakistan availed $3 billion loan programme from the International Monetary Fund (IMF) on July 12, 2023.

So far, Pakistan has received two tranches of $1.2 billion in July and $700 million in January 2024, totaling $1.9 billion.

Last month, the International Monetary Fund (IMF) reached a staff-level agreement with Pakistan on the final review of a $3 billion bailout package.

The announcement came after the IMF team’s week-long visit to Islamabad concluded on March 19.

The global lender praised Pakistan’s central bank and outgoing caretaker government for “strong program implementation” and hoped the new government would continue its efforts for the stabilization of its economy.

The IMF official added that the new government is committed to continuing the policy efforts that started under the current Stand-By Arrangement to entrench economic and financial stability for the remainder of this year.

Last June, the IMF approved a crucial nine-month arrangement with Pakistan to aid its economic stabilization program.

During the event, PM Shehbaz Sharif exchanged views with the Crown Prince, and congratulated the Saudi leadership on the successful organization of the WEF Special Meeting and the excellent arrangements by the hosts.

The meeting also discussed regional ties and Gaza situation.

The premier conveyed his prayers and good wishes for the health, happiness and long life of The Custodian of the Two Holy Mosques His Majesty King Salman bin Abdulaziz Al Saud. In addition to bilateral ties, the regional situation, particularly with regards to the crisis in Gaza, was also discussed.

PM Shehbaz Sharif reiterated his invitation to Crown Prince Mohammed bin Salman to undertake an official visit to Pakistan at his earliest convenience.

Today, however, inflation is markedly declining, reserves have surged to nearly US$8 billion despite substantial debt repayments, the current account deficit has significantly narrowed, stabilizing the PKR and propelling the stock market to new heights.

Ahmad credited this turnaround to the steadfast resolve of the government and SBP to tackle macroeconomic challenges head-on.

KARACHI: Karachi police and Rangers conducted a joint operation and arrested two members of the notorious Lyari gang war in Malir, ARY News reported on Saturday.

According to a Rangers spokesperson, the two arrested suspects, Mohammad Ilyas and Ijaz, were involved in selling drugs in Malir and the surrounding area.

During the operation, the law enforcers also recovered illegal weapons, drugs, and mobile phones from the possession of the arrested suspects.

The spokesperson added that the arrested criminals have also been arrested and sent to jail in the past.

Earlier in the day, the local police of Karachi claimed to have arrested the ring leader allegedly operating two different gangs in the city.

The arrested individual, believed to be the brother of the main suspect involved in the murder of Chaudhry Aslam, allegedly operated two different gangs of robbers in the city.

In a statement, the Senior Superintendent of Police (SSP) city stated that these two gangs were involved in several robbery incidents including bank robberies, looting cash vans, and robbing citizens in the metropolis.

Meanwhile, the law enforcers claimed to have recovered a Kalashnikov from the possession of the individual during the operation.

In other details, the brother of the accused, Aeemullah carried out the suicide attack at Chaudhry Aslam and was affiliated with a banned organization.

As per the criminal record of the arrested criminal, the SSP city asserted that the suspect robbed a cash van in the FB area after murdering two security guards in Karachi.

The accused, along with his associates, engaged in a series of criminal activities, including extortion and robbery, in various parts of Karachi.

In 2019, he committed a significant robbery of Rs 3.4 million in a private bank located in Nazimabad. Subsequently, in 2023, he and his accomplices extorted Rs 2.4 million from a citizen in Aram Bagh and Rs 1.5 million from another individual in Paposh Nagar.

Additionally, the accused targeted a businessman on Netty Jetty Bridge in 2023, robbing him of Rs 1.4 million.

After each incident, the accused evaded capture by hiding in Khyber Pakhtunkhwa (KP) and other undisclosed locations.

Moreover, the SSP Karachi also revealed that the accused is associated with the Khan Bacha group to conduct criminal activities in the city.

RAWALPINDI: The security forces on Saturday thwarted an attack on a passenger bus in in Harnai District of Balochistan, killing a terrorist, ARY News reported citing Inter-Services Public Relations (ISPR).

The media’s military wing said in a statement that the terrorists tried to stop passenger vehicles plying on Sanjavi Road, Harnai. Security Forces reacted immediately and effectively engaged the terrorists. Resultantly, one terrorist was gunned down while another got injured.

“The timely response by the security forces thwarted nefarious intent of the terrorists, saving innocent lives,” the ISPR said. It added that sanitisation operation is being carried out to eliminate any terrorists found in the area.

The ISPR said that the security forces of Pakistan, in step with the nation, remain determined to thwart attempts to sabotage the peace, stability, and progress of Balochistan.

ISLAMABAD: On directives of Prime Minister Shehbaz Sharif, 12 high-ranking officials of the Federal Board of Revenue (FBR) have been removed from their positions, ARY News reported.

According to the details, the FBR officials, from Grades 21 and 22, have been directed to report to the Admin Pool.

According to the notification, the officials who have been transferred included Member Customs Accounting Mukarram Ansari, Member IR Policy Afaq Qureshi, and Member Customs Operations Dr. Fareed Iqbal Qureshi.

DG IOC Shah Bano Khan, Member Accounting Tariq Mustafa Khan, DG Law and Prosecution Ahmed Rauf have also been removed from the positions.

The other officials included Muhammad Azam Sheikh, Muhammad Saleem, Abdul Wahid, and Khurshid Marwat. of these officials have been transferred to the Administration Pool, in a significant reshuffle in the FBR’s top leadership.”

Earlier on Tuesday, Prime Minister Shehbaz Sharif took notice of the ‘willful’ delay in tax cases and ordered for suspension of Commissioner Inland Revenue Islamabad and other relevant officials.

The prime minister, while issuing directives for the suspension of all the relevant officials, directed for holding of inquiry against them, PM Office Media Wing said in a press release.

Shehbaz Sharif, soon after assuming PM office, had directed immediate reforms in the Federal Board of Revenue (FBR) and decided to oversee the process himself.

Following the appointment of an Acting Director General (DG) at the Civil Aviation Authority (CAA), significant developments have unfolded within the organization.

Among the proposed changes include the rotation of Chief Operating Officers (COOs) at different airports across the country.

Additionally, there are indications of forthcoming appointments and transfers of senior officers within the CAA headquarters in Karachi.

These developments come amidst a period of transition following the transfer of Khaqan Murtaza, the former DGCAA, to the chairmanship of the Employees Old-Age Benefits Institution (EOBI) as per the notification issued by the federal government.

With these changes underway, the aviation sector in Pakistan anticipates a shift in leadership and organizational dynamics within the Civil Aviation Authority.

Last week, the federal government notified the transfer of Khaqan Murtaza from the Director General (DG) of the Civil Aviation Authority (CAA) of Pakistan.

Following the Federal Cabinet’s approval, the Establishment Division issued the notification of the transfer of Khaqan Murtaza and appointed him as chairman of the Employees Old-Age Benefits Institution (EOBI).

On the other hand, the Secretary of Aviation, Saif Anjum, was assigned with the additional charge of DGCAA, the notification said.

It is pertinent to mention here that Khaqan Murtaza was appointed DG-CAA during the Pakistan Tehreek-e-Insaf (PTI) government.

KARACHI: A total of 67 alleged buyers of stolen goods were arrested, as law enforcers conducted several raids in Karachi, ARY News reported on Thursday.

Following the directives of Sindh’s Chief Minister, Sindh police initiated a crackdown against the buyers of robbed mobile phones and arrested 67 individuals in District West of Karachi.

The Senior Superintendent of Police (SSP) district West, Hafeezur Rehman Bugti, claimed to have recovered stolen goods, including mobile phones and spare parts of the stolen vehicles, from the shops and warehouses of the arrested individuals.

Meanwhile, an investigation has been launched against the arrested individuals.

Earlier this month, Sindh Chief Minister (CM) Murad Ali Shah directed to take measures to monitor the sale of stolen or snatched mobile phones and vehicles as spare parts or in their complete form in the markets of Karachi.

The chief minister issued the directives while chairing the 31st Apex Committee meeting, which was attended by provincial ministers Sharjeel Memon, Zia Lanjar, Mayor Karachi Murtaza Wahab, Corps Commander Karachi Lt Gen Babar Iftikhar, DG Ranger Major General Azhar Waqas, IG Police Ghulam Nabi Memon and others, said a statement issued today.

Chairing the 31st Apex Committee meeting here Monday, the chief minister said that police pickets would be established to strengthen the left bank of the River Indus and contain the dacoits within the Katcha area. The recovery of ransom from the families of the kidnapped individuals will be considered terror financing and the people involved in facilitating the collection of the ransom amount would be identified through intelligence work to crush them,” the CM said.

Comparative figures for the first three months (January to April) of 2023 and 2024 indicate a decrease in the number of theft cases reported, the statement noted.

In 2024, 15,345 two-wheelers were stolen which is 953 cases less than the 16,298 incidents reported in 2023. Similarly, the theft of four-wheelers decreased by 145 cases with 520 vehicles stolen in 2024 as compared to 665 in 2023. The number of mobile phones snatched also showed a decline, with 6,813 cases reported in 2024 as compared to 8,688 in 2023, indicating a decrease of 1,875 cases.

According to the statistics, there has been a significant increase in the snatching of four-wheelers and two-wheelers. In 2023, 60 two-wheelers were snatched, and this number increased to 80 in 2024. Similarly, 1805 two-wheelers were snatched in 2023, while the number of cases rose to 3094 in 2024.

The meeting was told that the police conducted 467 encounters in 2024. In these encounters, 67 criminals were killed, 489 were injured and 1766 were arrested.

Meanwhile, the Sindh CM instructed the IG Police to reactivate the Shaheen Force with a dedicated motorcycle squad of 386 motorcycles. “The squad should patrol the identified hotspots during peak hours, and each SSP should issue and implement a patrolling plan,” he directed.

Additionally, the police department was directed to revamp Madadgar-15. The Home Minister announced that an additional 168 vehicles, including 120 motorbikes, would be deployed to enhance the police force’s capabilities.

The Chief Minister also instructed IG police to initiate the E-tagging of repeat offenders. A pilot project should be started with 4,000 devices.

ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has decided to conduct a third-party audit of K-Electric’s seven-year investment roadmap, Transmission & Distribution Investment Plan, on a quarterly basis, ARY News reported on Wednesday.

The regulatory authority has given its decision on the utility’s Transmission & Distribution Investment Plan till FY 2030, with K-Electric failing to convince NEPRA on its Rs484 billion investment plan.

Besides announcing quarterly audit, the NEPRA – according to the order – said it will decide the terms of reference (ToR) for the third-party audit. The company will be required to submit a quarterly report on its investment plan’s progress.

K-Electric, the sole power distribution company in Karachi, will also have to provide a performance report under the investment plan, the statement noted. The authority also directed the utility to ensure a secure system to prevent electrical accidents.

Meanwhile, the power distribution company – in a statement said the investment plan will catalyze the company’s efforts to reduce losses in transmission and distribution, drive growth in its customer base, and bolster the power utility’s infrastructure to meet current demands and future needs.

“Since privatisation, investment of Rs544 billion has enabled KE to double its customer base, double the power consumption of this customer base, and more than halve its T&D losses,” it stated.

According to the statement, the plan was submitted in accordance with regulatory guidelines and a hearing was held in March 2023 where KE management apprised stakeholders regarding the projects being planned from FY2024 to FY2030.

For this period, KE said it has clearly identified priorities and projects for investment areas such as growth, energy loss reduction, network rehabilitation, maintenance, and safety.

On the transmission front, the plan envisages the addition of grids and transmission lines which will further strengthen the reliability of KE’s network and enable the offtake of additional power from the National Grid.

CEO KE Moonis Alvi stated, “Over the next 7 years, we are looking to invest $2 billion in Transmission and Distribution to manage the city’s needs through targeted investments and tech-based interventions. I’d like to acknowledge the efforts of all stakeholders who have been a part of this journey and who will continue to work with us to modernize our infrastructure and prepare us for the future.”

The investment plan complements the company’s Power Acquisition Program through which KE has outlined its vision to achieve 30% share of renewable energy in its generation mix by 2030. In this regard the company has also received regulatory approval on RFPs of 640MW renewable projects which is another critical link in the mission to enable access to affordable energy for all.

LAHORE: Punjab Chief Minister Maryam Nawaz’s scheme to provide motorcycles to students on interest-free installments received an overwhelming response, with over 100,000 students registering on the portal, ARY News reported.

According to the details, the Punjab Information Technology Board (PITB) received around 16,000 online applications on the online portal. The PITB records showed that over 13,000 students have applied for petrol bikes while 3,800 for electric motorcycles.

The students from Lahore, Multan, Faisalabad, Bahawalpur, and Rawalpindi are eligible to apply before the April 29 deadline in initial phase.

The students can acquire petrol motorcycles and electric bikes through easy monthly installment plans with the Punjab government providing the down payment.

The provincial government will also pay the markup in monthly installments.

It is pertinent to mention here that CM Maryam Nawaz launched the project for the provision of 20,000 bikes under the Chief Minister Youth Initiative on April 12.

With this initiative of CM Punjab, Maryam Nawaz, the students can acquire motorcycles and e-bikes through easy monthly installment plans with male students have the option to pay Rs 11,676 per month, while female students can avail the offer at Rs 7,325 per month.

Notably, in Lahore, motorcycles will be distributed based on the population density of each district, ensuring equitable access for students across the region.

The deadline for submitting applications to avail of the bikes has been set for April 29, 2024. Interested students can apply through the Punjab government’s official website.

Pakistan, China ink MoUs on flood rehabilitation, IT, other sectors

ISLAMABAD: Pakistan and China on Tuesday signed four Memorandums of Understanding (MoUs) focusing on Flood Rehabilitation, Information and Communication Technologies, and other sectors in a ceremony witnessed by Prime Minister (PM) Shehbaz Sharif, ARY News reported.

A high-level delegation of the Chinese International Development Cooperation Agency, led by its Chairman Luo Zhaohui, called on Prime Minister Muhammad Shehbaz Sharif in Islamabad. Chinese Ambassador in Pakistan Jiang Zaidong also attended the meeting.

The Prime Minister witnessed the signing ceremony of four Memorandums of Understanding focusing on Flood Rehabilitation, Information and Communication Technologies, Juncao Technology, China-Pakistan Development Cooperation Planning 2024-2028 alongside a Letter of Exchange on the establishment of a First Aid Centre in Balochistan, and Protocol on Cooperation in Human Resources Development under the Global Development Initiative.

Welcoming the delegation, PM Shehbaz said that China is Pakistan’s most trusted friend while appreciating the latter’s steadfast support to Pakistan. Acknowledging CIDCA’s pivotal role in bolstering Pakistan’s economic development, the prime minister specifically commended CIDCA for its vital support during the 2022 floods and for its relief, rehabilitation, and reconstruction efforts in Pakistan.

Merely 36pc turnout recorded in by-elections: FAFEN

ISLAMABAD: Nearly 36 percent of registered voters cast their votes in the by-elections – nine percent less than the turnout in 18 of 22 constituencies in the 8th February’s general elections, the Free and Fair Election Network said in its report.

The FAFEN maintained that low voter turnout, procedural irregularities, and restrictions on independent observation in two provincial constituencies in Punjab overshadowed the improved results management and lower numbers of ballots excluded from the count during the April 21 elections in 22 national and provincial assembly constituencies.

The report read that votes polled by women decreased by 12 percent, while votes polled by men declined by nine percent despite an increase of 75,640 registered voters, including 37,684 men and 37,956 women compared to the general elections.

Lahore’s five constituencies recorded the sharpest decline in the voter turnout with PP-147 reporting a mere 14 percent as against 35 percent on February 8. Similarly, NA-119 Lahore registered a 19 percent turnout against 39 percent on February 8. However, the voter turnout in Gujrat and Khuzdar constituencies recorded an increase compared to general elections held on February 8.

The FAFEN’s report added that the declining turnout was accompanied by a reduction in the number of ballots excluded from the count during the by-elections, almost halved (35,574) as compared to the number of invalid ballots (72,472) during the general elections. In addition, there were no constituencies where the rejected ballots exceeded the Margin of victory as against four in the general election.

The parties that won during the general elections retained their seats in the by-elections, except in PP-36 Wazirabad and PP-93 Bhakkar. In these constituencies, PTI-backed candidate and an independent candidate had won during the general elections, but PML-N candidates emerged successful in the by-elections. These two were among the four constituencies where the margin of victory has decreased as compared to the general elections unlike the rest where the margin of victory has increased.

According to the Lists of Contesting Candidates (Form-33), a total of 264 candidates including 256 men and eight women contested for the 22 constituencies. Of these 264, 88 candidates represented 21 political parties, while the remaining 176 contested independently.

The ECP had setup 4,238 polling stations – 935 male, 899 female and 2,404 combined – comprising 13,811 polling booths – 6,778 male and 7,033 female – to cater to more than 6.3 million registered voters.

Balochistan govt to launch air ambulance service

QUETTA: The government of Balochistan has announced the first-ever air ambulance service in the province’s history, ARY News reported.

According to the details, Chief Minister (CM) Mir Sarfraz Bugti said that an air ambulance service would be started soon for the first time in the history of the province.

Balochistan government has decided to use one of the two planes owned it for public facilitation instead of selling it.

In a statement, the chief minister said that the People’s Air Ambulance service would be launched for the emergency shifting of patients to expand the provision of emergency medical facilities to the masses.

With the launch of Air Ambulance, patients can be transferred to major hospitals across the country, including the provincial capital Quetta on an emergency basis.

CM Bugto said that efforts would be taken to improve service delivery in all sectors including health services in Balochistan and substantial results can be achieved by changing decision-making priorities.

According to unconfirmed and unofficial results, Pakistan Muslim League-Nawaz (PML-N) won two seats in the National Assembly, while the Sunni Ittehad Council, Pakistan People’s Party, and an independent candidate clinched a seat, each.

In the Punjab Assembly, Pakistan Muslim League-Nawaz won nine seats out of 12 vacant seats. Pakistan People’s Party, Pakistan Muslim League-Q and Istekham-e-Pakistan Party grabbed one seat each.

In the Balochistan Assembly, the Pakistan Muslim League-Nawaz and Balochistan National Party won one seat each.

Sunni Ittehad Council and an independent candidate won a single seat each.

The voting process in the by-elections started at 8 AM and continued without interruption until 5 PM.

Prime Minister Shahbaz Sharif has congratulated the newly elected members of the National and Provincial Assemblies, saying that the victory of the PML-N candidates is a manifestation of the people’s trust.

He said the predictions of international financial institutions, news organizations, and surveys about economic improvement have a positive effect on the people.

He said the weaknesses in the electoral process and objections can be removed only with mutual cooperation and political dialogue.

During the interrogation, the arrested accused confessed to robberies in several areas of Karachi.

Last week, the local police claimed to have arrested four gangs allegedly involved in incidents related to street crime in Karachi.

Senior Superintendent of Police (SSP) Central, Zeeshan Shafiq, confirmed the arrest of four gangs allegedly involved in street criminal activities in the metropolis.

“A two member gang, Shahzaib and Shayan, targeted the elder women in the vicinity of Liaquatabad and surrounding areas was also arrested in an operation,” SSP central claimed.

Shafiq further added that the six suspects of the motorcycle theft gang were detained from New Karachi Industrial Area, the accused confessed to snatching and stealing more than 210 motorcycles, while four more bike lifters were arrested by the Shahrah Noor police.

The accused delivered motorcycles near Hub Dam, meanwhile, the police recovered more than 17 motorcycle parts from the accused’s possession.

Zeeshan Shafiq stated that a gang of four street criminals was arrested from Liaquatabad and a total of 48 mobile phones and weapons from their possession.

The police officer revealed that the accused used to order weapons online worth Rs 25,000 to Rs 30,000 from Khyber Pakhtunkhwa (KP) province.

CHAKWAL: At least four labourers were killed after inhaling toxic gas in a paper mill located in Chakwal city of Punjab, ARY News reported, citing Rescue officials.

According to officials, the labourers fell into an eight-feet deep tank in Minwal Paper Mills and died after inhaling toxic gas.

The victims were identified as Amir, Zeeshan, Muhammad Saqib and Jamshed.

Rescue officials arrived at the scene and moved the bodies to the District Headquarters Hospital.

Meanwhile, DPO Chakwal said that the paper mill has been sealed while raids were being carried out to arrest the owner of the mill.

Last year, several including employees fell unconscious after ammonia gas cylinder blast in a food factory located in the Fish Harbour area in Karachi.

Emergency was imposed in adjoining areas of the factory in Karachi’s Fish Harbour area after an ammonia gas cylinder exploded in a food factory, leaving several persons including employees unconscious and affected.

According to the details, four workers died due to toxic gas spread during the cleaning of the well of a private oil mill located at Bahawalpur Road in Multan.

ISLAMABAD: The Election Commission of Pakistan (ECP) instructed security personnel, excluding armed forces, deployed in by-elections to maintain neutrality, assist officers, ensure peace and uphold impartiality, particularly during the counting process.

In a code of conduct issued for law enforcement agencies deployed on election duty, the arrest of suspects is only permitted upon instruction from polling staff.

Law enforcement personnel deployed for the bye-elections in Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan must adhere to the code, ensuring they perform their duties lawfully to assist the Election Commission of Pakistan in conducting fair and peaceful bye-elections in 2024.

According to the guidelines outlined by the Election Commission of Pakistan (ECP), security personnel are required to carry out their duties within the boundaries of their assigned mandate and in compliance with the law. This is to ensure the facilitation of free, fair, transparent, and peaceful bye-elections in 2024.

Each gazetted law enforcement officer will exercise powers delegated by the Election Commission of Pakistan under Section 193 of the Elections Act, 2017, and cooperate with District Returning Officers, Returning Officers, and Presiding Officers as per Section 83(a) of the same Act.

Assist the Presiding Officer in ensuring smooth and effective polling station operations, maintaining order, and removing any individuals who misbehave or disobey orders. Remain impartial and neutral throughout the electoral process, providing full cooperation to the Presiding Officer to ensure uninterrupted voting.

As per the code, exhibit courteous and impeccable conduct when interacting with voters and polling staff, while remaining resolute and fair in compliance with the law in all situations. Offer assistance and guidance to individuals outside the polling station in the event of confusion or disturbances, ensuring a calm and secure environment conducive to voting. Conduct thorough frisking/checking of each voter to prevent the entry of any weapons, explosives, or prohibited items, including mobile phones, which may pose a threat to the integrity of the polling process.

Ensure voters are efficiently queued, with priority given to elderly, transgender individuals, pregnant women, women with infants, and voters with disabilities. Concentrate solely on maintaining a peaceful and transparent polling process outside the polling station, following the directions of the Presiding Officer. Note that only one polling agent per candidate is permitted at each polling booth, with only one agent allowed to observe the counting and tabulation of results, as per the code.

Polling agents and observers are legally entitled to obtain copies of Form-45 and Form-46 from the Presiding Officer during the counting process. Additionally, ensure the security of the Returning Officer’s office premises until the result consolidation is complete, and safely store polling materials in the Commission’s strong room. Adhere to all election and relevant laws, aiming to build public trust by maintaining a secure environment and upholding law and order throughout the election process. Note that District Returning Officers/Returning Officers may visit polling stations at any time.

Accredited observers and media personnel are permitted to enter polling stations. Media personnel, along with cameras, can film the voting and counting processes, excluding the screened-off compartment to maintain ballot secrecy. Security personnel, including police, must not ask voters to produce their “Perchees” or prove their identity, as this is the responsibility of the polling officer. No eligible voter should be denied entry to the polling station, as voting is their inviolable right.

Ensure impartiality and avoid any actions that may suggest bias. Refrain from assuming the responsibilities of polling staff under any circumstances. Do not handle any election materials, including ballot papers, stamps, or electoral rolls. Only allow authorized polling staff to handle such materials. Avoid engaging in arguments or altercations with candidates, their agents, polling agents, observers, or media personnel. Refrain from interfering with the duties of the Presiding Officer, Assistant Presiding Officer, or Polling Officer. Report any irregularities observed outside the polling station to the Presiding Officer and follow their instructions.

Do not object to the presence of candidates, their agents, or observers during the counting process. Only make arrests at the polling station if explicitly instructed to do so by the Presiding Officer. Refrain from interfering with the counting process and ensure a peaceful environment outside the polling station until the completion of the counting process, unless malpractice is identified, in which case inform the officer in charge immediately for further action.

The former foreign minister made these remarks after a vehicle of foreign nationals was targeted by a suicide bomber in Karachi’s Landhi area.

SSP Malir Tariq Elahi said the foreigners were targeted when they were on their way to the Export Processing Zone. He said the police retaliated the attack and shot dead one of the terrorists in the gunfire, while another blew himself up.

The police said the foreigners remained safe in the attack, however, two security guards and a passerby sustained wounds in the attack.

Talking to journalists outside Parliament House, Bilawal Bhutto appreciated Sindh police for thwarting a terror attack in Landhi, Karachi yesterday morning.

“This is also a reminder that the menace of terrorism is once again rising in Pakistan. The federal and provincial governments will have to take action against the terrorists and ensure to engage the neighboring country to take action against them,” he added.

The PPP Chairman said that as a foreign minister he had held a tripartite dialogue at the foreign ministry among the foreign ministers of China, Afghanistan and Pakistan, adding, “We should have similar efforts to eliminate terrorists.”

He regretted that the Imran Khan-led government policy regarding the Tehreek-e-Taliban Pakistan (TTP), terrorism and about the neighboring country, the way that government let free the terrorists from prisons and invited the terrorists who were in Afghan prisons before the fall of Kabul to enter Pakistan were all wrong.

The parliament was not taken on board and the President of the time was giving the terrorists clemency, he added.

“That was the policy of Imran Khan’s government. We had criticised that policy then and now we should have a clear stance to see the issue as political but as an issue of national security. This dual policy will not work and the Army, police, common people rendered great sacrifices to eliminate these terrorists in the past,” he added.

JACOBABAD: The local police of Jacobabad on Friday foiled an attempt to smuggle arms to Sindh and arrested seven individuals including three police officers allegedly involved in the crime, ARY News reported.

Jacobabad police conducted an operation and claimed to have arrested three police officers – of Shikarpur district – along with four inter-provincial smugglers for allegedly smuggling arms from Balochistan to Sindh province.

In a statement, the police spokesperson claimed that thousands of bullets and two Kalashnikovs were recovered from the possession of the arrested individuals during the operation.

The spokesperson asserted that the consignment of arms was being smuggled from Balochistan to Shikarpur in the police mobile which was assigned on the security to an influential person.

Earlier in the day, Karachi police foiled a terrorist attack on a vehicle carrying foreigners in Landhi.

He said the police retaliated the attack and shot dead one of the terrorists in the gunfire, while another blew himself up.

The police said the foreigners remained safe in the attack, however, two security guards and a passerby sustained wounds in the attack.

The police have also recovered a bag from the custody of the dead terrorists, which had grenades.

KARACHI: Former Superintendent of Police (SP) Clifton has been declared responsible for the death of the accused in the Darakhshan police station of Karachi, ARY News reported on Thursday.

The inquiry committee has submitted its report to the Additional IG of Karachi police revealing that the former SP Clifton, named Nayyar-ul-Haq, is responsible for the murder of the accused in the police custody.

“The accused, Mioz, was not murdered at the police station but somewhere else,” the report revealed, suggesting to investigate the former SP Clifton under section 302 [murder charges].

The investigation committee, in its report, revealed that the Station House Officer (SHO) of Darakhshan police station, Ali Raza Laghari, was not directly involved in the murder of the accused. However, it was found that he did not inform the authorities, meanwhile a departmental inquiry should be conducted against him.

The report indicates that Nayyar-ul-Haq attempted to alter the postmortem report of the deceased and was involved in removing Moiz from the police station, transporting him in a black car, bearing the name plate SPG 566, to the mortuary.

“The accused, Moiz, passed away at 2 o’clock on April 15,” the report revealed.

The investigation committee revealed that former SP Clifton directly ordered all these raids, keeping senior police officers completely unaware of these raids and arrests.

The report further states that Moiz was interrogated at the Darakhshan police station without his arrest being documented in the case, and a fake entry of his arrest was made in the initial FIR.

Initial Medical Report:

According to the initial medical report, the deceased’s body exhibited signs of torture in 13 areas. Police Surgeon Karachi, Dr. Samia, had indicated signs of torture and declared the death unnatural.

The report stated that lifeless body of Moiz Naseem was transferred to Jinnah Hospital with his clothes blood-soaked and torn from multiple places.

The report reveals torture with electric shocks on delicate organs, including the lower waist.

Additionally, injuries to the skull and blood clots in the brain were found.

The report notes ruptured brain arteries due to excessive torture, with blood flowing from the nose, nostrils, ears, and mouth.

Both eyes were swollen, and there were external and internal lip injuries.

The shoulders were swollen and turned blue up to the waist. Samples were taken for further investigation, and the post-mortem report is expected to provide detailed findings.

Balochistan govt barred from closing businesses during VIP movement

QUETTA: The Balochistan High Court (BHC) has barred the provincial government from closing educational institutions and businesses during VIP movement in Quetta, ARY News reported.

In a written order on a constitutional petition filed by a citizen, the court directed the authorities to not close the roads for more than two minutes as per the Blue Book documents.

BHC Acting Chief Hashim Kakar and Justice Shaukat Ali Rakhshani wrote the judgment which barred the provincial government and relevant departments from closing educational institutes and businesses falling in the route of the VIP movement in Quetta.

The court also directed the government against disturbing traffic flow unnecessarily during the VIP movement.

While acknowledging the state’s responsibility to protect VIPs and prominent individuals, the BHC stated that the basic human rights of the citizens also held significance.

The Balochistan High Court (BHC) said that closing down roads, shops and schools during the VIP movement without providing a substitute was inappropriate.

The BHC urged for providing appropriate security measures that would allow the provision of basic human rights and free movement to the citizens.

It is pertinent to mention that a citizen, identified as Naimatullah, had filed a constitutional petition at the BHC in 2018 against the security protocols during the VIP movement.

The petitioner maintained that the closure of the educational institutes and businesses during the visits of the prime minister and president was against basic human rights.

COAS Munir, Saudi FM discuss matters of bilateral cooperation

RAWALPINDI: Saudi Foreign Minister Prince Faisal bin Farhan Al Saud in a meeting with Chief of Army Staff (COAS) General Syed Asim Munir emphasized the importance of strategic relations between the two countries, ARY News reported.

The Inter-Services Public Relations (ISPR) said in a statement that the Saudi foreign minister and the Army Chief held a meeting in which matters of mutual interest and development were discussed.

The military’s media wing added that Prince Faisal bin Farhan Al Saud also stressed on further expansion of cooperation between Pakistan and Saudi Arabia in various fields.

Chief General Syed Asim Munir appreciated the exemplary relations between Pakistan and Saudi Arabia as well as the brotherhood among the people of both countries.

The Army Chief assured the Saudi delegation of all possible cooperation.

Earlier in the day, Prime Minister Muhammad Shehbaz Sharif received Saudi Foreign Minister Prince Faisal bin Farhan Al Saud, who was leading a high powered delegation on an official visit to Pakistan.

The Prime Minister expressed his deep appreciation for the leadership of the Kingdom of Saudi Arabia and conveyed his sincerest wishes to the Custodian of the Two Holy Mosques His Majesty King Salman bin Abdul Aziz Al Saud and His Royal Highness Crown Prince Mohammed bin Salman bin Abdul Aziz Al Saud.

The Prime Minister underscored the significance accorded by Pakistan to its longstanding fraternal, economic and strategic relations with Saudi Arabia. He said both countries had always stood together at all times.

PPP never promised of making Fazlur Rehman president: Kundi

ISLAMABAD: Pakistan People’s Party (PPP) leader Faisal Karim Kundi said that his party never assured Jamiat Ulema-e-Islam-Fazl (JUI-F) Chief Maulana Fazalur Rehman to get him elected as President of Pakistan.

Speaking in the ARY News programme ‘Khabar’, Faisal Karim Kundi was of the view that there was no agreement between the allies of the then Pakistan Democratic Movement (PDM) that Maulana Fazalur Rehman would be the next prime minister.

“The PPP did not make such a promise with Maulana Fazalur Rehman and all such matters are decided after the elections,” he added.

 

The PPP leader said that the JUI-F has four Members National Assembly (MNAs), asking how could a party of four lawmakers get its candidate elected as the president

Faisal Karim Kundi said that it is every political party’s right to hold peaceful protests but no one could be permitted to take the law into hands.

The PPP leader said that his party had invited everyone for reconciliation but the Pakistan Tehreek-e-Insaf (PTI) turned down to hold talks with others.

Faisal Karim Kundi also asked the PTI to come up with evidence of rigging in the general elections.

Earlier, the PPP leader said that newly elected President Asif Ali Zardari can bring together all stakeholders and political parties.

Speaking in the ARY News programme “Aitraz Hai”, Faisal Karim Kundi said that in 2010, the PPP got the 18th constitutional amendment passed unanimously despite not having a simple majority in the parliament. “This shows that Asif Ali Zardari can bring all stakeholders and political parties together,” he added.

The PPP leader said that the process of election is now over and all efforts would be made to bring everyone together and take the country forward. He said that all parties including the opposition would be invited on national issues.

Naseem Shah eyes milestone in New Zealand T20Is

RAWALPINDI: Pakistan’s right-arm pacer Naseem Shah is on the verge of achieving a significant milestone in his international career.

Naseem, who made his international debut against Australia in 2019, has 98 wickets to his name in international cricket and is just two strikes away from joining his teammates Shaheen Shah Afridi, Mohammad Amir and others in the 100-wicket club.

He would be hoping to cross 100-wicket tally in the upcoming T20 International series against New Zealand.

Out of his 98 wickets, 24 came against Sri Lanka, followed by 23 against New Zealand and 11 against the Netherlands.

Naseem Shah’s tally of international wickets comprised 51 Tests, 32 ODIs and 15 in T20Is.

Rawalpindi’s Pindi Cricket Stadium will host the opening three T20Is between Pakistan and New Zealand on 18, 20 and 21 April before action shifts to Lahore’s Gaddafi Stadium where the last two matches will be played on 25 and 27 April.

Pakistani delegation reaches to negotiate with IMF for fresh loan

WASHINGTON: A Pakistani delegation led by Finance Minister Muhammad Aurangzeb has arrived in Washington D.C, United States to participate in the spring meetings of the International Monetary Fund (IMF) and World Bank.

The Governor State Bank of Pakistan, the secretary Finance, the additional secretary and others are included in the Pakistani delegation.

On arrival at the airport, Ambassador of Pakistan to the United States Masood Khan and the officers of the Embassy of Pakistan welcomed the Finance Minister.

During his stay in US, the Finance Minister will meet IMF and World Bank officials.

Negotiations between Pakistan and the IMF are scheduled for next week, sources report.

According to sources, Islamabad will request the IMF for a new loan programme.

Meetings with international media and think tank representatives are also included in the Finance Minister’s schedule.

Pakistan and the IMF last month reached a staff-level agreement on the second and last review of the $3 billion stand-by arrangement, which, if cleared by the global lender’s board, will release about $1.1 billion to the country.

The IMF’s board is expected to review the matter in late April, but no firm date has been set, a spokesperson said.
