JUI-F responds to President Zardari’s objections on Seminary bill

Seminary Registration Bill, JUI-F , President Asif Ali Zardari

ISLAMABAD: Jamiat Ulema-e-Islam Fazl (JUI-F) has responded to President Asif Zardari’s objections to the Seminary Registration Bill, terming them as “astonishing” and “unlawful”, ARY News reported.

According to JUI-F spokesperson, the President’s objections were not submitted within the timeframe stipulated by the constitution.

The spokesperson further stated that the objections were not accompanied by any proposed amendments or solutions, which is a requirement for such objections.

Moreover, the objections were not sent to the Speaker of the National Assembly, as is the standard procedure.

JUI-F has expressed its disappointment with the President’s objections, which they believe is a deliberate attempt to delay the passage of the bill.

Read more: Govt decides to engage with JUI-F over seminary bill

The statement came after the objections raised by President Asif Ali Zardari on the JUI-F’s Seminary Registration Bill surfaced.

As per details, the president’s concerns revolve around the bill’s potential to create conflicts and undermine the existing laws governing seminaries.

One of the primary concerns raised by the President is the contradiction in the definition of a seminary within the bill’s various clauses. He also pointed out that the Madrassa Education Board Ordinance 2001 already exists, making new legislation unnecessary.

In response to President Zardari’s concerns, the government has initiated deliberations to address the issues raised. Prime Minister Shehbaz Sharif is reportedly working to find a middle ground to resolve the controversy surrounding the bill.

It is important to mention here that the passage of the Societies Registration (Amendment) Bill, 2024 was one of the conditions set by the JUI-F to support the 26th Constitutional Amendment.

The parliament had passed the bill which was sent to President Asif Ali Zardari for his assent but he returned the bill to the National Assembly citing concerns.

“Deeni Madaris play a pivotal role in imparting religious education to every Muslim. At the same time, such Deeni Madaris are required to register under an enactment to check their activities in appropriate manner.

However, certain serious issues have been noticed in registration of Deeni Madaris in the absence of proper legislation. Therefore, it is expedient to provide for registration of the Deeni Madaris under the umbrella of an enactment,” the statement of objects and reasons of the bill read.

Girls behind robbery that killed two teenagers in Karachi

Robbery, girls, boyfriend, orangi encounter, karachi

KARACHI: A report has revealed the shocking details regarding a police encounter in Oragni Town’s Pirabad area in which two alleged dacoits were killed, ARY News reported.

Karachi police on December 3 claimed the killing of two dacoits Bilawal and Naqqash during a robbery at the house of a man identified as Mubarak Shah in Orangi Town.

However, relatives of the dacoits protested, saying that the boys were innocent. They alleged the police killed both boys in a fake encounter.

An investigation into the incident revealed that the robbery plan was hatched by three girls, including the niece of the house owner, a home tutor, and her sister in the house located in Orangi Town.

According to the inquiry, Sabira, Mubarak Shah’s niece, devised the plan with Munnaza, who used to tutor Shah’s kids, and her sister Laiba.

“Laiba persuaded her boyfriend Bilawal to commit the robbery, who along with his friend Naqqash entered Mubarak Shah’s house disguised as women in burqas,” the report said.

But things went wrong when a shopkeeper nearby became suspicious, noticing their unusual footwear. He immediately informed the house owner and police, leading to the death of both boys in the encounter.

The inquiry team has raised serious doubts over the encounter as it found several loopholes in the police narrative and the evidence.

While the raiding police party initially claimed that 19 bullets were fired—16 by police and three by the suspects—no evidence supported this in the narrow space of the incident.

Additionally, the police claimed a girl was held hostage by the robbers on the roof, but video evidence refuted the claim.

Read More: Bandits leave hostage after encounter with police in Garhi Tegho

The investigation uncovered a web of connections among the accused, finding that Bilawal had been in a relationship with Laiba for three years and also suffering from financial problems.

During the investigation, Laiba confessed to giving two burqas to Bilawal, allegedly for making TikTok videos, which were later used in the robbery.

Laiba’s sister Munnza, who taught the children of Mubarak Shah’s brother, was in frequent contact with Bilawal and Sabira before the incident.

According to the report, before the incident, Munza and Bilawal exchanged calls several times. Both Munza and Laiba attempted to hide their phones and delete data.

The third girl involved is Mubarak Shah’s niece, Sabra, who lives in the same building. Constant communication between the three girls and deceased Bilawal further implicated the trio in planning the robbery.

Meanwhile, the inquiry committee recommended forming a Joint Investigation Team (JIT) for a deeper probe into the alleged Orangi encounter.

Reports reveals key reasons behind Pakistan’s brain drain

Pakistani youth, migration, brain drain

KARACHI: The trend of migration in educated Pakistani youth is increasing exorbitantly, according to a report by PIDE.

A report by the think tank Pakistan Institute of Development Economics (PIDE) explained that disappointment with the future and the feeling of insecurity in Pakistani youth were among the major reasons for the brain drain.

According to the figures by Overseas and Immigration of Pakistan, around 281,000 Pakistani citizens have moved to other countries in search of employment opportunities in 2024.

It refuted the 700,000 figure given by a Gallup Pakistan’s representative in the “Subah Bakhair” program.

Meanwhile, the PIDE report suggested that around 70 percent of educated youngsters, male and female, want to migrate due to economic instability and unemployment in Pakistan.

A PIDE report in 2022 said that “62 percent of the educated young population of Pakistan, aged between 15 to 24 years want to leave the country as they are disappointed with their future”.

Read More: FIA offloaded 9000 Pakistanis suspected of illegal immigration in 2024

“Most of the youth want to migrate to improve their economic condition, but there are some other reasons behind the migration of youth belonging to Sindh, Balochistan, Khyber Pakhtunkhwa, and Gilgit Baltistan,” said the report.

“The young population of these provinces described hurting of their self-esteem and lack of equal opportunities as main reasons for their desire to shift to another country,” the report said, adding that “the youth of Punjab and Islamabad showed the least interest in migration”.

But what are the reasons behind the increasing rate of migration?

Social experts are of the view that the Pakistani youth want to leave the country as they are disappointed with their future owing to worsening economic conditions and unemployment.

PTI workers will revolt against party if Nov 26 details revealed: Khawaja Asif

Khawaja Asif, PTI News, PTI leadership, Latest on PTI

ISLAMABAD: Defense Minister Khawaja Asif claimed that if the details of the agreement made by Pakistan Tehreek-e-Insaf (PTI) during their protest on November 26 are revealed, it could lead to party workers turning against their leadership, ARY News reported.

Speaking during a point of order in the National Assembly, Asif highlighted the ongoing confusion surrounding the number of casualties in D-Chowk. He questioned the ambiguity surrounding the exact number of PTI workers who lost their lives during the Islamabad protest—be it 12, 70, or 270.

Khawaja Asif lamented the lack of transparency regarding the deceased workers’ bodies, graves, and families coming forward.

Khawaja Asif also criticized PTI’s internal divisions, highlighting the severe differences in narratives among its leaders. He pointed out the contradictory statements made by Omar Ayub, where he claimed that former first lady Bushra Bibi left with him via the Monal route. However, Bushra Bibi herself stated that she was left alone by the entire PTI leadership at D-Chowk.

He drew historical parallels, accusing PTI leaders of adopting provincialism akin to the actions of Ayub Khan, who according to him was the facilitator behind the creation of Bangladesh.

The minister further commented on PTI’s call for civil disobedience, which he claimed echoed past protests from a decade ago, where similar tactics were rejected by the public. Asif challenged PTI’s credibility, stating that no Pakistani would ever defy utility bills as PTI demands. He urged PTI to announce the move, confident that their civil disobedience campaign would fail, just like their past attempts.

Khawaja Asif condemned PTI’s strategy of using a woman as a shield and its leadership’s attempts to incite provincialism. He criticized PTI for promoting an anti-national agenda, pointing out that their actions have led to the settlement of terrorists in a bankrupt province, which he argued is not a sign of national loyalty.

In conclusion, Asif accused PTI of harbouring a harmful agenda towards the country’s interests, with a fear that their actions might hamper the nation’s economic recovery.

Water tanker services had remained cut off during the repair work, due to the closure of two major hydrants in the city, exacerbating the misery of Karachi citizens.

FAFEN releases report on general elections 2024

General elections, voter turnout, 2024 elections, FAFEN

ISLAMABAD: The Free and Fair Election Network (FAFEN) has released its analysis of voter participation in the 2024 general elections, shedding light on significant trends and changes compared to previous elections, ARY News reported

According to the report, a total of 61.28 million voters cast their ballots, resulting in a voter turnout of 48%, which marked a decline from the 52% turnout recorded in 2018. Despite this drop, the overall number of registered voters increased substantially, with an addition of 22.5 million voters over the six-year period.

A noteworthy trend was the rise in female voter registration, which outpaced male voter registration for the first time. FAFEN reported that 12.5 million more women were registered compared to men for the 2024 general elections.

This development also contributed to a narrowing gap in turnout rates between genders, reducing the difference from 10% in 2018 to 9% in 2024.

The report also highlighted disparities in urban and rural voting patterns. Rural areas exhibited a higher voter turnout of 50%, significantly outpacing urban regions, where turnout stood at 43.8%.

FAFEN’s findings underscore shifting voter demographics and engagement levels, providing key insights for policymakers and electoral bodies to improve future election participation.

Fazlur Rehman also warned that if the government continued to exert pressure, he would respond with the anti-government slogan at the next anti-Israel rally, challenging the government’s authority against his party’s resistance.

Earlier on December 6, JUI-F gave the government a deadline of December 8 to pass the Madrasah Registration Bill.

In a statement, JUI-F leader Maulana Abdul Ghafoor Haidri said that the government must approve the bill concerning religious seminaries by December 8.

He warned that if the bill is not passed by December 8, they would be forced to march towards Islamabad.

“We are religious people and do not wish to take such a step, but the country cannot bear this delay,” Haidri said.

Read More: JUI-F gives deadline for passing Madrasah Registration Bill

The JUI-F leader also accused the delay in passing the bill of being a deliberate attempt to obstruct the process, labelling it as “malicious intent.”

Haidri assured that there would be a resolution to the issue, as Bilawal Bhutto Zardari had assured him that he would speak with the president to ensure the bill’s approval.

Responding to a question regarding the potential change in the PM House, Haidri stated that they did not acknowledge the current elections and questioned how the government could take a U-turn after such a shift.

He clarified that the bill is not just supported by JUI-F and Wafaqul Madaris, but is endorsed by all religious seminary organizations.

Earlier, it was reported that President Asif Ali Zardari had returned the Madrasah Registration Bill to the Prime Minister’s Office, citing legal objections. The bill, which aimed to regulate and register religious schools (madrasahs), has faced significant hurdles in the legal review process.

Sources reveal that the president raised concerns over the bill’s legal validity, particularly its lack of clarity regarding the jurisdiction of madrasah registration.

The bill had been pushed through by the government, following assurances made to Maulana Fazlur Rehman, a key ally.

ISLAMABAD: The Supreme Court of Pakistan has scheduled the hearing of the suo-motu notice in the case pertaining to the murder of senior journalist and former ARY News anchor Arshad Sharif, ARY News reported.

According to reports, Justice Amin-ud-Din Khan has constituted a seven-member constitutional bench for the hearing of the suo-motu notice.

The constitutional bench of the Supreme Court will hear the Arshad Sharif suo-motu case on December 9.

The bench includes Justices Jamal Mandokhel, Mohammad Ali Mazhar, Hassan Rizvi, Musarat Hilali, Naeem Afghan, and Shahid Bilal.

In August 2024, the Supreme Court’s Practice and Procedure Committee, led by then-Chief Justice of Pakistan (CJP) Qazi Faez Isa, decided with a 2-1 majority vote to form a five-member larger bench, instead of a three-member bench, to hear the suo-motu case regarding Arshad Sharif’s murder.

The sources privy to the development said that CJP Qazi Faez Isa suggested keeping the 3-member bench intact, but Justice Mansoor Ali Shah and Justice Munib Akhtar, the other two members of the committee, voted in favour of forming a larger bench.

This development followed a July 2024 ruling by the Kenyan High Court, which awarded 10 million Kenyan shillings to the family of slain Pakistani journalist Arshad Sharif, who was ‘mistakenly’ shot and killed by Kenyan police officers in October 2022.

Arshad Sharif, a senior journalist, was shot dead in the Kenyan capital Nairobi on October 23, 2022, where he was living in self-exile.

The official police statement later expressed “regrets on the unfortunate incident.”

Arshad Sharif’s wife Javeria Siddique through her lawyer, Advocate Dudley Ochiel, requested the court to order the Attorney General, Director of Public Prosecutions, Inspector General of Police, Independent Policing Oversight Authority, and the National Police Service Commission (the respondents) to provide her with copies of all documents, evidence, films, photographs, and video recordings in their possession related to Sharif’s shooting.

“By shooting the deceased in the circumstances described in this case and which shooting has been admitted save for allegation that it was mistaken identity, the respondents violated the rights of the deceased,” the judge said in an order.
