Shalimar Express revived after eight months

Shalimar Express revived

The Pakistan Railways has revived the high-speed Shalimar Express passenger train after eight months, ARY News reported on Monday. 

According to the Railway Department, the Shalimar Express resumed operations from Karachi to Lahore, as the first train left from Cantt. Station Karachi to Punjab’s capital.

To enhance the facilities for the high-speed train, its 19 coaches have been reconditioned at Mughalpura Workshop.

The passengers will get discount up to 20% on all classes of the Shalimar Express from May 1 to 15, while a 10% discount will be given to the passengers travelling from May 15 to 30 on Shalimar Express.

Previously, the train used to travel from Karachi to Hyderabad, Nawabshah, Rohri, Rahim Yar Khan, Bahawalpur, Multan via Toba Tek Singh, Faisalabad, and Lahore.

In addition, a reduction in the advance and current booking fare of all Shalimar Express fares had also been announced. Passengers who have already made reservations will be refunded.

The decision to restart the high-speed train was taken during a meeting held on April 8 at the Lahore headquarters under the chairmanship of Federal Railways Minister Khawaja Saad Rafique.

JI Karachi holds massive rally against ‘flaws in digital census’

KARACHI: Jamaat-e-Islami (JI) Karachi staged a massive public rally at Karachi’s Sharea Faisal today to protest against the alleged fraud in the name of the digital census.

Thousands of Karachiites marched on Shahrah-e-Faisal, under the aegis of Jamaat-e-Islami (JI) Karachi, against the massive fraud in the name of the digital census, demanding the authorities to count each and every citizen living in the city as Karachiite, irrespective of permanent addresses mentioned on their identity cards.

People, belonging to all walks of life participated in the march to record their protest against the tactics employed in the census to understate the population of the mega city. The protest march also passed a resolution against the skyrocketing deadly street crimes, massive load shedding in parts of Karachi and acute shortage of natural gas particularly for domestic consumers, a press release said.

Speaking on the occasion, JI Karachi chief Hafiz Naeemur Rehman warned the government and the authorities against any attempt to underreport the population of the city, saying that 35 million individuals live in the megalopolis and the authorities will have to count each and every one.

He mentioned that the actual headcount in the city during the census will lead to increasing its representation in the provincial assembly from 44 to 65 seats. He added that 65 legislators out of the total 130 on the floor of the assembly will be paving ways to elect a chief minister belonging to the city and the Pakistan People’s Party takes it as political suicide.

The JI Karachi chief said that on the other hand, households in rural areas of Sindh are fraudulently increased to maximize the scope of corruption in the Benazir Income Support Program and other such initiatives.

Hafiz Naeem mentioned that the progress of Karachi is directly resulted in the progress of Pakistan. He demanded of the Pakistan People’s Party to treat Karachi as the rest of the Sindh province. Highlighting the negligence, corruption and incompetency by the PPP government in Sindh, he complained that startup incubators were available in Punjab but not in Sindh. He questioned that why there is no mega development project in Karachi, why there is no mass transit system in the city and why the entire city is in shambles.

Further talking about the ongoing census, he said that everyone should be counted, count Christians, Hindus, Parsis and everyone living on the face of this earth.

He made it clear that headcount on the basis of permanent addresses mentioned in computerized national identity cards instead of the actual place of residence will not be tolerated at any cost.

He demanded of Pakistan Muslim League-Nawaz (PML-N)’s self-exiled leader Nawaz Sharif, Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, Awami National Party leader Amel Wali Khan, PPP Supremo Asif Zardari and other national leaders to speak up for the rights of Karachi.

Hafiz Naeem said that there are reports that some political parties are bargaining over the issue of the census and some perks and ministries are being traded against silence or cosmetic measures against injustice and flaws in the census process.

Interior Minister Rana Sanaullah said on Sunday that the audio leaks have exposed the character of former chief justice Saqib Nisar, ARY News reported.

Rana Sanaullah was commenting on the leaked audio conversation of Saqib Nisar’s son Najam Saqib with a Pakistan Tehreek-e-Insaf (PTI) candidate. He said in a statement that the audio leaks exposed the character of Saqib Nisar.

He alleged that in Nisar’s son leaked audio conversation, he allegedly demanded Rs150 million bribe for a party ticket.

He blamed PTI of the recent wave of terrorism in the country. Sanaullah alleged that ‘terrorists’ were invited to return as citizens by the PTI government. He further claimed that terrorism is not existing in Punjab.

“When Imran Khan concluded his 126-day sit-in, [former premier] Nawaz Sharif telephoned him to jointly formulate a strategy to eliminate terrorism.”

The interior minister further alleged that terrorism has returned to the country due to the ineligibility of PTI.

Regarding Nawaz Sharif, Sanaullah claimed that the PML-N Quaid was punished for not receiving salary from his son’s factory. He added that Saqib Nisar and other people were allegedly involved in the ouster of Nawaz Sharif.

Earlier in the day, former chief justice of Pakistan (CJP) Mian Saqib Nisar expressed displeasure over Defence Minister Khawaja Asif’s press conference, asking the PML-N leader ‘to stay within limits’.

In a statement, the former chief justice has lambasted Khawaja Asif and Pakistan Muslim League-Nawaz for ‘speaking lies’, saying that these people will hide their faces if he starts speaking the truth.

Saqib Nisar asked the federal minister to ‘stay within limits of the constitution, law and ethics’, saying that Asif had already said on the floor of Parliament that their Chief Justice is coming.

He pointed out that the Chief Justice – who takes oath under the Constitution – does not belong to any party but to the Supreme Court. “They [PML-N leaders]] are levelling allegations against others to hide their corruption,” he added.

The former CJP asked why Pakistan Muslim League-Nawaz did not challenge the 2018 elections, it they believe the polls were rigged.

ISLAMABAD: An important discussion between Prime Minister (PM) Shehbaz Sharif and State Minister for Foreign Affairs Hina Rabbani Khar on crucial foreign policy has been leaked online, which has been named ‘Discord leaks’, ARY News reported.  

The highly classified findings of the US intelligence revealed the internal assessment of Pakistan’s policymakers on how to tackle the challenge of growing tussle between the United States and China.

According to a report published by Washington Post, the documents – among a trove of US secrets leaked online through the Discord messaging platform – provided a rare glimpse into the private calculations by key emerging powers, including India, Brazil, Pakistan and Egypt, as “they attempt to straddle allegiances in an era when America is no longer the world’s unchallenged superpower”.

The US – in the leaked documents – had had been able to gain access to the top-secret memo written by Minister of State for Foreign Affairs Hina Rabbani Khar.

According to one of the leaked documents, Hina Rabbani Khar argued in March that her country can “no longer try to maintain a middle ground between China and the United States.”

In an internal memo she titled “Pakistan’s Difficult Choices,” Khar, who previously served as Pakistan’s foreign minister, cautioned that Islamabad should avoid giving the appearance of appeasing the West, and said the instinct to preserve Pakistan’s partnership with the United States would ultimately sacrifice the full benefits of what she deemed the country’s “real strategic” partnership with China.

The undated intelligence document does not detail how the United States gained access to Khar’s memo.

Meanwhile, another document, dated Feb 17, describes PM Shehbaz Sharif’s deliberations with a subordinate about an upcoming UN vote on the Ukraine conflict, and what the government anticipated would be renewed Western pressure to back a resolution condemning Russia’s invasion.

The aide advised the prime minister that support for the measure would signal a shift in Pakistan’s position following its earlier abstention on a similar resolution, the intelligence document says.

Pakistan had the ability to negotiate trade and energy deals with Russia, and backing the Western-backed resolution could jeopardise those ties, the aide noted. When the UN General Assembly voted Feb 23, Pakistan was among 32 countries that abstained.

The American publication’s story comes at a time when Pakistan placed its first order for discounted Russian crude oil under a new deal struck between Islamabad and Moscow, the country’s petroleum minister said, with one cargo to dock at Karachi port in May.

The deal will see Pakistan buy crude oil only, not refined fuels, and imports are expected to reach 100,000 barrels per day if the first transaction goes through smoothly, Minister Musadik Malik told Reuters.

“Our orders are in, we have placed that already,” he said.

“Yes it is true that we will be getting only crude, not refined oil,” Malik said in response to confirm sources information whether that’s correct.

He said Pakistan’s Refinery Limited (PRL) will initially refine the Russian crude, with other refineries to be included later after a trial run.

‘ECP stops PTI from organising rally on Labour Day’

Pakistan Tehreek-e-Insaf (PTI) President Fawad Chaudhry claimed on Sunday that the Election Commission of Pakistan (ECP) stopped the political party from organising a rally on Labour Day, ARY News reported.

In a statement, Fawad Chaudhry said that ECP barred PTI from holding a public rally on May 1 (Labour Day) which is a surprise move. He added that May 1 is globally observed as Labour Day to express solidarity with the labourers.

He said that political parties across the globe organise rallies on Labour Day. Chaudhry slammed the commission by saying that ECP is performing all tasks except for elections.

He criticised ECP for banning the PTI rally and sending notices to its leaders. “Every move of the election commission is exhibiting partiality towards Imran Khan and banning PTI’s rally is illegal.”

The PTI president demanded the chief election commissioner (CEC) immediately withdraw the ‘illegal ban’ on PTI rallies in Lahore, Islamabad and Peshawar.

ECP, in a notice to Imran Khan, stated that the political parties needed to get permission from the district administration for power shows and rallies for adequate security and other arrangements.

In another development, PTI has been permitted to stage a rally from Liberty Chowk to Nasir Bagh on May 1. The district administration granted the permission after receiving an undertaking from PTI for May 1 rally to be organised from 1:00 pm to 6:00 pm.

Moreover, PTI was barred from establishing reception camps for the rally.

Earlier in the day, former premier and Pakistan Tehreek-e-Insaf chief Imran Khan said that the caretaker government is unconstitutional and PTI will demand its constitutional right in the upcoming rally in Lahore.

While addressing PTI workers and supporters via video link, Imran Khan said that PTI is going to organise a public rally from Liberty Chowk to Nasir Bagh tomorrow. He invited nationals to attend the rally to demand their constitutional rights.

He said the caretaker government is unconstitutional and PTI will demand its constitutional right.

“We have to stand beside the Supreme Court (SC) and the Constitution. These rulers are afraid and fleeing away from the elections.”

Pakistan Railways has announced a 20 percent discount on the Shalimar train service starting from Labour Day (May 1), ARY News reported.

In a statement, PR said that a 20 percent discount has been allotted on the tickets on Shalimar Express from 1st to 15th May.

Meanwhile, the passengers will get discount of up to 20% on all classes of the Shalimar Express from May 1 to 15,

“10 percent discount can be vailed on tickets for May 16-31,” Pakistan Railways announced.

KARACHI: The Pakistan Bureau of Statistics (PBS) on Sunday released latest figures of the ongoing seventh population census, ARY News reported.

According to the official statistics released by the authorities, Karachi’s population had increased by 1.6 million to rise over 17.6 million, according to the latest figures.

Moreover, Sindh’s population has jumped by 6.46 million to reach 54.31 million.

Hyderabad division came in second with a population count of 10.19 million people, followed by Larkana division with 7.9 million people.

Sukkur division had a population count of 6.19 million people, while Shaheed Benazirabad division had a count of 5.9 million. The smallest division in terms of population was Mirpurkhas, with a count of 4.9 million populace.

Recently, the federal government extended the date of the ongoing digital census process for the fourth time after failing to conclude the process within the given deadline.

The Pakistan Bureau of Statistics (PBS) announced a fourth extension to the digital census process and fixed April 30 as the last date.

Prior to this development, the census process was due to be concluded in early April, however, it was first extended till April 10. Later, it was extended till April 15 for the second time and then April 20 for the third time.

According to the bureau, the fourth extension was approved to complete the verification of population data and growth rate in some districts, whereas, the institution witnessed undercounting of population in major cities.

Elections date: PTI decides to continue negotiations with govt

LAHORE: The Pakistan Tehreek-e-Insaf (PTI) has decided to continue negotiations with the government regarding the framework for elections of Punjab and Khyber Pakhtunkhwa (KP) within the bounds of the Constitution, ARY News reported on Saturday.

The decision was taken during a meeting chaired by party chairman and former prime minister Imran Khan at his residence in Lahore’s Zaman Park.

The PTI negotiation committee – comprising Shah Mahmood Qureshi, Fawad Chaudhry and Senator Ali Zadar – was also present in the meeting.

During the meeting, sources told ARY News that the negotiation committee tabled the details of two meetings held with the government delegation. Meanwhile, a difference of opinion emerged following the raid of PTI president Chaudhry Pervaiz Elahi’s house.

However, sources claimed, majority of the participants opined that the talks with the government should continue despite the ‘illegal’ raid on Elahi’s house. The participants were of the view that such raids and arrests were ‘attempts to sabotage the talks’.

Sources further claimed that the three leaders – who are part of the negotiation committee – were in favour of continuing the talks.

Meanwhile, a few senior leaders opposed negotiations, saying that the raid on Pervaiz Elahi’s house has made it clear that the politicians who are negotiating are ‘weak’.

On the other hand, Fawad Chaudhry – in a tweet – said that the PTI has decided to continue negotiations with the government regarding the framework for elections within the bounds of the Constitution.

Fawad stated that the PTI is committed to upholding the orders of the Supreme Court and rejecting any attempts to “sabotage the talks.”

He further said that the final agenda for the negotiations will be discussed on Tuesday.

It is pertinent to mention here that delegations of the government and Pakistan Tehreek-e-Insaf (PTI) held two rounds of talks on holding elections in Punjab and Khyber Pakhtunkhwa (KP).

During the second round of talks, PTI delegation sought the date for the dissolution of the National Assembly (NA) before the budget.

Moreover, the delegation also rejected the government’s plan to conduct general elections in October.

Sources closer to PTI said that the political tensions can be reduced if the government gives a date for NA dissolution. They added that PTI wants significant progress in talks with the government before the next hearing in the Supreme Court (SC).

LAHORE: The mystery surrounding the raid at Pakistan Tehreek-e-Insaf (PTI) President and former Punjab chief minister (CM) Chaudhry Pervaiz Elahi’s house deepened further after the federal government distanced itself from the operation, ARY News reported on Saturday.

Sources told ARY News that Interior Minister Rana Sanaullah and Pakistan Muslim League-Nawaz (PML-N) leader Ata Tarar gave orders to Director-General (DG) Anti-Corruption Sohail Zafar and Regional Director Waqas Hassan.

Sources claimed that the two leaders were in touch with the officers during the raid at PTI president’s residence at Lahore’s Zahoor Elahi road.

Meanwhile, sources claimed that Caretaker Chief Minister Punjab Mohsin Naqvi has also distanced itself from the raid. During the raid, a member of Chaudhry family contacted Mohsin Naqvi, upon which it was found out that the Punjab CM had left for Saudi Arabia.

The relative also contacted Punjab Inspector-General (IG) of police Dr Usman Anwar and was told that the officer was currently in Medina.

On the other hand, Federal Minister Chaudhry Salik Hussain – son of Chaudhry Shujaat, ally of Pakistan Democratic Movement (PDM) – claimed that the law enforcers broker into his father’s house on statements of Elahi’s sister-in-law and aunt.

Earlier in the day, the federal government distanced itself from the raid on Chaudhry Pervaiz Elahi’s house, wherein 27 individuals including servants were arrested.

The resolve was expressed during a telephonic conversation between Finance Minister Ishaq Dar and PTI senior vice chairman Shah Mahmood Qureshi.

Ishaq Dar noted that the federal government has ‘nothing to do’ with raid on Elahi’s house. “The raid was carried out by caretaker Punjab government,” he said, assuring that he will apprise the government of PTI’s reservations over the raid.

Karachi likely to face severe load shedding

KARACHI: Karachi is likely to face severe load shedding as the K-Electric lost a record Rs 39.4 billion in the first 9 months of the fiscal year 2022-23, ARY News reported on Saturday. 

As per details, the K-Electric losses in the 9 months of 2021-22 were Rs 1.49 billion. 

The economic crisis resulted in less consumption of K-Electric units as 5.8 percent fewer units were consumed in the current fiscal year as compared to the last fiscal year. 

The K-Electric has also seen a decline in bill payments amid the current inflation. The power distribution company may not provide electricity to the high-loss areas of the metropolis, K-Electric sources added.

Furthermore, the duration of load shedding is also increased in those areas where power is stolen. In April, the areas where more electricity is stolen may face 8-12 hours of load shedding while less power theft areas will face 8-10 hours of load shedding. 

Earlier on April 14, the National Electric Power Regulatory Authority (NEPRA) approved an Rs0.58 per unit hike in the electricity tariff for K-Electric consumers.

The power regulator authority issued a notification and sanctioned an Rs0.58 per unit hike in the electricity tariff for K-Electric consumers on account of fuel charge adjustment (FCA) for February.

LAHORE: The Anti-Corruption Establishment (ACE) team along with a heavy contingent of Punjab Police on Friday raided former Punjab Chief Minister and Pakistan Tehreek-e-Insaf (PTI) President Pervaiz Elahi’s house, located at Zahoor Elahi Road in Lahore.

At least 25 individuals, including servants working in the household of the former Punjab chief minister, were arrested by the police during the raid.

The eight-hour-long police action came to a halt after the Director General of Punjab’s Anti-Corruption Establishment (ACE), Sohail Zafar Chattha, left the scene along with the police contingent.

The ACE team along with police contingents led by the superintendent police (SP) Model Town raided Pervaiz Elahi’s house in Lahore. A large number of senior lawyers were present at the PTI president’s house at the time of the raid.

The police entered the house after jumping from the wall and an armoured personnel carrier (APC) of police broke the main gate of the residence.

The police officials also faced resistance while attempting to enter the house as people from inside the residence pelted stones at them.

Moonis Elahi said in a Twitter message, “Punjab police is at our residence to arrest my father right now in a case for which he got bail today. His bail hearing was covered by all media outlets.  PM @ImranKhanPTI is absolutely right : Rule of Law has ended in Pakistan.”

Surprisingly, the raid was conducted after the PTI president secured bail in a corruption case earlier in the day.

Chaudhry Pervaiz Elahi was booked over ‘corruption’ charges of worth Rs120 million by the Punjab Anti-Corruption Establishment (ACE).

The hearing of the bail plea was conducted by Lahore anti-corruption court judge Ali Raza, in which Elahi’s counsel and prosecutor appeared.

The court while announcing the reserved verdict confirmed the bail of Pervaiz Elahi against a surety bond of Rs1 million. The court said no one can be punished over the statement of the accused and the bail is being confirmed over the non-provision of evidence.

PTI chief Khan strongly condemned the police action against Elahi, saying that it was an illegal raid on his home, with no regard for the presence of women and family members.

The raid comes hours after the PTI and Pakistan Democratic Movement-led government held talks on election dates.

Shah Mahmood Qureshi criticised the federal government for continuing arrests of PTI leaders and workers besides holding dialogues. Qureshi said that they also raised the issue of arrests before the government’s dialogue committee.

While talking to the media, PTI Vice Chairman Shah Mahmood Qureshi said that they are trying to find a solution to the political crisis within the constitutional boundaries.

“We see better progress in the talks today. We will head to Lahore and take Imran Khan in confidence on the progress.”

PTI President Fawad Chaudhry said that the arrests of PTI leaders will destroy the dialogue process. He expressed hopes that the talks would enter a conclusive phase on Tuesday.

Govt extends digital census for fifth time

The federal government has failed to complete the digital census process once again and made an extension for the fifth time, ARY News reported on Friday.

After another extension, the digital census process will be concluded on May 15 now.

The population census was due to be concluded in early April but it was extended four times earlier.

Federal Minister for Planning and Development Ahsan Iqbal said that the seventh population census and first digital census of the country is underway. He said that some political parties raised objections to the digital census and the government invited the stakeholders to brief them.

He added that it seems that all people from far-flung areas were not counted and houses in some areas are being spotted through Pakistan Space & Upper Atmosphere Research Commission (SUPARCO). The latest extension was made to reach the remaining people not counted in the census.

Iqbal said that the government will remove the fault lines and appealed to the nationals to actively take part in the census.

Earlier in the day, Pakistan Tehreek-e-Insaf (PTI) delegation sought the date for the dissolution of the National Assembly (NA) before the budget during the second round of talks with the federal government.

PTI chief Imran Khan directed the dialogue committee to conclude negotiation with the federal government at the earliest. It was learnt that Imran Khan instructed the dialogue committee to complete the dialogues within a week.

As per Khan’s directives, PTI sought the date of NA dissolution from the federal government before the budget. Moreover, the delegation also rejected the government’s plan to conduct general elections in October.

Sources closer to PTI said that the political tensions can be reduced if the government gives a date for NA dissolution. They added that PTI wants significant progress in talks with the government before the next hearing in the Supreme Court (SC).

They said that PTI will not accept the delaying tactics of the government.

Prior to this development, Pakistan Tehreek-e-Insaf chief Imran Khan said that negotiations with the coalition government will only go forward if they are willing to dissolve the National Assembly forthwith.

Second PAF flight brings back stranded Pakistanis from Sudan

ISLAMABAD: In an arduous evacuation mission, the Pakistan Air Force (PAF) successfully brought back 259 stranded Pakistanis from conflict-hit Sudan.

“Second Pakistan Air Force (PAF) aircraft has landed back at Karachi after successfully completing evacuation mission from Sudan,” the state news agency reported.

The C-130 Hercules carrying 110 Pakistanis from conflict-hit Sudan took off this afternoon from Jeddah while earlier today, Pakistan Air Force Airbus also evacuated 149 stranded Pakistanis and landed at Jinnah International Airport, Karachi.

In line with the directives of PAF’s senior leadership, Pakistan Air Force transport aircraft are conducting arduous evacuation missions to bring back fellow countrymen who were stranded in war-torn Sudan.

The transport fleet of the Pakistan Air Force has always been at the forefront to respond to the call of the Nation during natural disasters and calamities.

Pakistan’s embassy in Sudan was in constant touch with the 1500 Pakistanis living in Sudan and was providing them with all possible facilities. The embassy in Sudan had formed a WhatsApp group to remain in touch with Pakistanis who were advised to stay at home.

It is pertinent to mention here that fighting between the RSF and Sudan’s army erupted, derailing an internationally backed plan for a transition to a civilian democracy four years after the fall of Islamist autocrat Omar al-Bashir to mass protests and two years after a military coup.

Video: PIA plane faces washroom leakage mid-flight

Airplane washroom leaks, during flight, passengers disguise

KARACHI: Passengers of a Pakistan International Airlines (PIA) international flight were left extremely uncomfortable when the washroom of the aeroplane started leaking during mid-flight, ARY News reported on Friday.

The unpleasant video of the incident went viral on social media which showed the leakage of the washroom of the PIA’s Boeing 777 aircraft travelling from Istanbul – Turkey to Islamabad.

The leakage led to dirty water, defecation and toilet paper piling up throughout the plane, causing a strong unpleasant odour that left passengers feeling extremely uncomfortable.

The PIA administration has taken notice of the incident and launched an investigation.

The airline apologized for the inconvenience caused to the passengers and assured them that necessary measures would be taken to prevent such incidents from happening in the future.

Reacting to the questions being raised on the war operations of Pakistan armed forces, the ISPR said the forces are fully equipped with the latest war weapons which is always on standby.

The ISPR noted that the statement of the former chief of army staff General (retired) Qamar Javed Bajwa was taken out of context and questions were raised on the armed forces’ combat capabilities.

According to police, the incident took place in the Landhi area of Karachi.

Armed men barged into the coaching centre and looted gold ornaments, cash, mobile phones and other valuables from the students and teacher after making them hostage.

During the robbery the students and teachers were also subjected to torture, the police said and added that they have kicked off the investigation for the arrest of the robbers.

The street crimes in a metropolitan city has witnessed a sharp increase in the recent past.

UNITED NATIONS: Pakistan has told the UN General Assembly that it considers the veto power vested in the Security Council’s five permanent members an important issue that needed to be tacked as part of the 15-member Council’s reform to make it more effective.

Speaking in a debate marking the first anniversary of the 193-nation Assembly’s landmark resolution that requires the permanent members — Britain, China, France, Russia and the U.S. — to justify the use of veto, Ambassador Munir Akram said the Security Council has been paralyzed by the strategic rivalries of its permanent members and the exercise of the veto.

“It is precisely for this reason that longstanding disputes such as Kashmir and Palestine could not be resolved,” the Pakistani envoy said, adding that the vetoes in the Council have prevented and hindered the implementation of UN resolutions.

“The final resolution of the issue of the veto will have to be resolved – not separately – but as an integral part of the reform of the Security Council,” he added.

The 2022 Assembly’s resolution, adopted by consensus, calls for the General Assembly to automatically meet within 10 days if any of the five permanent members uses their right of veto, the state news agency reported.

The aim is to hold those countries accountable for exercising this special voting power, which allows them to block any Council resolution or decision.

This right is enshrined in the UN Charter, the Organization’s founding document, because of their key roles in establishing the global body more than seven decades ago.

All five have exercised the right of veto at one time or another, with 44 vetoes alone since the year 2000.

In his remarks, Ambassador Akram said that experience has confirmed that the abolition or restraint on the misuse of the veto rights of the permanent members will have to be an integral part of the Security Council’s reform, pointing out that it was for this reason that Pakistan – together with the UfC (Uniting for Consensus) Group – remains opposed to the creation of new permanent members on an expanded Security Council.

“More permanent members and more veto powers will multiply the likelihood of paralysis and inaction in the Security Council,” the Pakistani envoy told the General Assembly.

Progress towards restructuring the Security Council remains blocked as the so-called Group of Four — India, brazil, Germany and Japan — continue pushing for permanent seats, while the Italy/Pakistan-led Uniting for Consensus (UfC) group opposes any additional permanent members.

As a compromise, UfC has proposed a new category of members — not permanent members — with a longer duration in terms and a possibility to get re-elected.

Besides the five permanent members, the Security Council has 10 non-permanent members elected to two-year terms.

Noting the negative power of the veto, Ambassador Akram said this can be “balanced” by, on the one hand, placing restrictions on the use of the veto, and, on the other, enhancing the role of non-permanent members through larger and perhaps longer representation.

At the same time, the Pakistani envoy said that any measures to restrict or constrain the veto must be in line with the rules of the Charter.

Pakistan, he said, remains convinced that the IGN (Inter-governmental Negotiations) process offers the best avenue to reach an agreed outcome on the Council’s reform.

“It is only through patient exchanges, mutual accommodation, and compromises that we can broaden the areas of convergence and reduce the points of divergence and thus evolve a ‘model’ for the reform that can be accepted by the widest possible majority of member states.”

In his opening remarks, General Assembly President Csaba Korosi said “The issue of the use of the veto affects the whole UN. And the decisions taken in these halls – or the lack of decisions – reverberate world-wide,” adding that “vetoes should always remain the very last resort.”

He said this first-ever formal debate on the veto initiative was being held “to figure out the best ways to exploit this new instrument in our big UN toolbox.”

He urged ambassadors to “ask tough questions” and “seek game-changing solutions”, stressing that “there is no wrong answer, only new ideas.”

Korosi also expressed hope that Security Council members can unite and work for viable solutions, going beyond their immediate interests to act responsibly for the sake of peace across the world.

“That way we will never have to fall back on the veto resolution,” he said. “Because, in my view, it is like an oxygen mask in an airplane: good to have, but best never to be used.”

The General Assembly President said he intends to send the verbatim records of the debate, and all future debates, to the Council President.

“Today’s exchange of views cannot be just a pro forma event, or a mere administrative procedure,” he said.

“This is an opportunity to chart new avenues for multilateralism and cooperation. An opportunity to rebuild trust both within our institution and in it. An opportunity to do better for the eight billion who count on us.”

He expressed these views in separate meetings with the envoys of Iran and Romania here at the Aiwan-e-Sadr.

Talking to the outgoing Iranian Ambassador Seyed Mohammad Ali Hosseini, the president said Pakistan greatly valued its fraternal relations with Iran as both brotherly countries shared historic linkages and cultural affinities, besides having commonalities of views on issues of regional and international significance.

He emphasized the need for increasing economic cooperation and expanding the trade volume for the mutual benefit of the two countries.

The president also highlighted the atrocities being committed by the Indian security forces against Muslims in the Indian Illegally Occupied Jammu & Kashmir and other parts of India, saying Muslims were being isolated and persecuted in India and the Muslim world needed to take notice of the Indian brutalities against Muslims. He thanked the Iranian government for its support and stance on the Kashmir issue.

Appreciating the landmark initiative taken by Iran and Saudi Arabia to normalise diplomatic relations, President Alvi said normalization of relations between the two countries would lead to peace and stability in the Middle East.

The meeting also underscored the need for promoting counter-terrorism cooperation to eliminate the menace of terrorism.

Ambassador Seyed Mohammad Ali Hosseini underlined the need for enhancing economic, cultural and political cooperation between the two countries. He said both countries had great potential to further expand economic cooperation. Both sides had agreed to construct six border markets that would boost bilateral trade, he added.

He apprised the president of the ongoing electricity transmission projects that would benefit the people of Balochistan.

The president appreciated the contribution of the outgoing ambassador to promoting bilateral cooperation between the two brotherly countries.

In his meeting with Ambassador of Romania Nicolae Goia, the president said Romania was an important country in Eastern Europe and Pakistan desired to deepen its relationship with it in the fields of trade and economy. He thanked the Romanian government for its support to Pakistan in granting and continuation of GSP plus status.

Both sides underscored the need for improving economic relations and undertaking regular exchanges and interactions at the highest levels to further cement bilateral ties.

The Romanian ambassador conveyed gratitude on behalf of the President of Romania for the support provided by Pakistan in the evacuation of the Romanian nationals from Afghanistan during August and September 2021.

Pakistan to return Hajj quota to KSA as inflation bites applications

ISLAMABAD: For the first time in the country’s history, Pakistan on Wednesday decided to surrender government’s remaining Hajj quota to Kingdom of Saudi Arabia (KSA) due to a shortfall of applications because of rising inflation, ARY News reported, citing sources.

Sources told ARY News that a quota for Hajj pilgrimage was still available in the country for the first time in country as shortage of dollars and rising inflation stopped Pakistanis from applying for Hajj.

In this regard, the government has decided to surrender government’s remaining Hajj quota to Kingdom of Saudi Arabia (KSA). However, sources said that the final decision to hand back the Hajj quota will be made by the federal cabinet.

Sources further claimed that the authorities also mulled giving the official Hajj quota to the private operators after low applications turned out for the government scheme.

However, this option would mean the private operators will have to collect dollars from the open market, causing unnecessary demand for foreign currency.

Sources added that Pakistan received a quota of 179,000 pilgrims after many years, but it failed utilised entirely. A quota of 89,605 Hajj pilgrims was set under the government scheme. However, the government fell short of 9,000 applicants.

As per the breakdown, the government received 72,869 applicants under the regular scheme and only 8,000 applications were received under the sponsorship scheme.

Moreover, under the official regular scheme, 28,679 additional applications were received against the quota of 44,190. Additional applicants are being sent for Hajj pilgrimage without a lucky draw.

Sources claimed that a total of $235 million was required for the government scheme.

According to sources, PTI has awarded the ticket to Tariq Murtaza, Ajmal Sabir, Arif Abbasi, Sahil Gujjar, Nazir Sabir, and Afzal Mahesar from their respective constituencies of PP-7, PP-10, PP-11, PP-73, Nazir Sabir, and PP-50.

Meanwhile, a ticket has been allotted to Ali Waseem Khan to contest from PP-57, Rana Nazir from PP-61, Muhammad Ali from PP-62, Abu Zar Chidhar from PP-137, Fiaz Bhatti from PP-162, Shaher Dawood from PP-101, Nadim Afzal Siddhu from PP-108, Chand Bibi from PP-189, Salman Safdar from PP-194, and Muhammad Sarwar from PP-201.

ISLAMABAD: Signs of a breakthrough in negotiations between ruling coalition and Pakistan Tehreek-e-Insaf (PTI) have emerged as the former has contacted Senate Chairman Sadiq Sanjrani to break the existing political impasse, ARY News reported on Wednesday, citing sources.

Sources told ARY News that federal ministers and Pakistan Muslim League-Nawaz (PML-N) leaders Azam Nazeer Tarar and Saad Rafique have contacted Senate Chairman for talks with opposition – Pakistan Tehreek-e-Insaf (PTI).

The ministers proposed to constitute five-member committees of opposition and government from upper house of Parliament. They also sought place in Parliament House for negotiations, sources claimed.

Sources further claimed that Senate Chairman will write a letter to the opposition and apprised it of government’s proposal.

Meanwhile, sources added, Sadiq Sanjrani has contacted PTI leaders Shahzad Waseem and Asad Umar following the government’s recommendation. Moreover, PML-N leader Sardar Ayaz Sadiq was also consulting with other political parties.

Earlier in the day, a meeting of ruling coalition noted that the process of dialogue, consultation and consensus lies within the exclusive domain of political parties and they have been doing it successfully for years.

It unanimously decided to keep the matter within the same ambit and brooded over the future strategy for taking the ongoing consultation process to the next stage.

It is to be noted here that the government had assured the Supreme Court of holding talks with the opposition over elections in two provinces on April 26.

During SC’s last hearing on polls delay case, Pakistan People’s Party (PPP) and Pakistan Muslim League-Nawaz (PML-N) had assured the Supreme Court that they will sit with the Pakistan Tehreek-e-Insaf (PTI) and try to find a solution on the election date.

A three-member bench of the top court — headed by Chief Justice Umar Ata Bandial and comprising Justice Ijazul Ahsan and Justice Munib Akhtar — has sought a progress report on the talks by April 27.

The Supreme Court – in its April 4 order – declared Election Commission of Pakistan’s (ECP) decision to postpone elections to the Punjab Assembly till October 8 “unconstitutional” and fixed May 14 as new date.

In the letter penned down to CJP Umar Ata Bandial, the NA speaker expressed ‘serious concerns and unease of election representatives regarding some recent decisions of Supreme Court and comments made by some Judges, as reported in media’.

“The National Assembly strongly feels that these recent decisions amount to encroachment upon two core constitutional functions of the National Assembly i.e. law making and power of the purse,” the letter stated.

He drew the chief justice’s attention to Article 73 of the Constitution, which vests powers related to Money Bill exclusively in the National Assembly. “Articles 79 to 85 confer power and authority to approve expenditure from the Federal Consolidated Fund on the elected members of the National Assembly,” it added.

“Keeping in view these unambiguous constitutional provisions and division of powers and functions, I write to convey the profound concern of the National Assembly with the orders passed by a 3-member Bench of the Supreme Court, directing the State Bank of Pakistan (SBP) and Finance Division to release Rs21 billion to the Election Commission of Pakistan (ECP),” it noted.

NA Speaker, in the letter, stated that these orders were passed notwithstanding that such release has expressly been forbidden by the National Assembly.

Raja Ashraf said: “The SC must, as far as possible, avoid getting involved in political thicket. It is best to leave resolution of political matters by the parliament and the political parties.”

“I, on behalf of the NA of Pakistan, urge the honourable chief justice and judges of the supreme court to exercise restraint, and respect the legislative domain on parliament.”

“We must work together to uphold the Constitution, protect the democratic values and work within our respective constitutional domains to ensure that confrontation between the organs of the state is avoided and the constitutional order is maintained,” he concluded.

NA speaker had written to CJP Bandial after taking “sense of the House” and on the call of several lawmakers. The decision also followed the federal cabinet’s decision to again refer to parliament the finance ministry’s summary for the release of funds to the Election Commission of Pakistan (ECP) for polls in Punjab and KP.

Earlier in the day, the federal cabinet had approved that the matter for the release of Rs21 billion, initially ordered by the Supreme Court in an April 4 order, be taken to parliament for a second time.

It is pertinent to mention here the Supreme Court (SC) declared the Election Commission of Pakistan’s (ECP) March 22 order on Punjab elections null and void.

A three-member bench — comprising Chief Justice of Pakistan (CJP) Umar Ata Bandial, Justice Ijazul Ahsan and Justice Munib Akhtar — announced the reserved verdict on the PTI’s petition challenging the Election Commission of Pakistan’s order postponing the elections in Punjab and KP.

The Supreme Court declared the ECP’s order postponing the provincial assembly elections until October 8 as “unconstitutional” and ordered the government to release Rs21 billion funds for elections in Punjab by April 10.

The top court directed to conduct Punjab polls on May 14. The SC further directed the caretaker government in Punjab to assist the commission. “The court will issue an appropriate order in case of non-provision of funds,” the verdict read.

ISLAMABAD: Foreign Minister Bilawal Bhutto Zardari on Wednesday accused the Supreme Court (SC) of committing ‘contempt of Parliament’ by ‘undermining the decisions of the House”, ARY News reported.

Speaking at the National Assembly (NA) floor, the Pakistan People’s Party (PPP) Chairman reiterated that funds for holding elections in Punjab could not be released to the Election Commission of Pakistan (ECP) without the Parliament’s permission.

Bilawal Bhutto said that the decisions of the Parliament could not be ignored. “If the Parliament allows releasing of funds, we have no objection.”

The Executive, he said, was bound to follow the decisions of the Parliament. “It is against the basic principle of the democracy and the Constitution. The Parliament has the authority to decide how public money can be spent and where it is spent.”

He said it was unfortunate that some elements were committing ‘contempt of the Parliament’. “We are bound by the Parliament as it is a supreme forum to decide about the spending of the public money.”

He said no one could be allowed to breach the Parliament’s privilege and urged the NA Speaker Raja Pervez Ashraf to refer the matter to the privilege committee.

“Insulting of the prime minister is the insult of the members of the National Assembly. No institution will be allowed to disrespect of the country’s prime minister,” he added.

The resolution passed by the National Assembly unanimously indicated its members were with the prime minister, the foreign minister said.

He also said despite the court’s order, the then Pakistan Tehreek-e-Insaf government had not held local government elections in the Punjab province. “The PPP would never violate the Constitution, as its sole objective was to unite the federating units and safeguards the rights of people”, he added.

The minister said the constitution guaranteed the supremacy of the Parliament and ensure the respect of institutions. “Why the court had not ordered holding of elections in Khyber Pakhtunkhwa”, he asked.

ISLAMABAD: Minister for Religious Affairs and Interfaith Harmony Senator Muhammad Talha Mahmood on Wednesday was briefed that the first Hajj flight would take off on May 20, from Pakistan.

Secretary Religious Affairs Aftab Akbar Durrani while briefing the minister, informed that the Hajj fight operation would likely to be concluded on June 21.

He further said the biometrics of pilgrims would be completed by April 28, while the ministry had sought valid passports of pilgrims till the same date.

He apprised that training on Hajj rituals and administrative affairs was being conducted by all ten Haji Camps across the country from started from Thursday.

Chairing the meeting, Minister Talha also informed about his recent engagements in Saudi Arabia and directed not to compromise on the provision of facilities to pilgrims.

He said due to time constraints, we would have to work day and night to complete Hajj arrangements.

Imran Khan vows reforms in justice system after coming into power

LAHORE: Former premier and Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan has vowed to bring reforms to the justice system after coming into power with a heavy mandate, ARY News reported on Tuesday.

While addressing PTI workers on the occasion of the party’s 27th foundation day, Imran Khan challenged all political parties to contest elections and let the nation choose their rulers.

Reminding the past struggle, Imran Khan said that he won only one seat in the 2002 general elections and 90% of workers left his political party and 95% of workers left the political party after contesting the second general polls.

“We had boycotted the 2008 general elections and people thought that the party’s future has ended. We won the 2018 general elections and ruled the country for 3.5 years.”

Khan added that PTI staged a historical power show at Minar-e-Pakistan. “Not a single political party has organised such a massive power show at Minar-e-Pakistan so far.”

The former premier criticised that ‘criminals are now making decisions regarding the fate of the country. He added that democracy and prosperity cannot be brought to the country without a powerful justice system.

He said that overseas Pakistanis are the biggest asset of the country. He added that the country would not need foreign financial aid if a large number of overseas nationals make investments in Pakistan.

Khan said that overseas nationals lack confidence in the prevailing system. Pakistan will not see any change if the corrupt people remain undefeated, said the PTI chief.

“Those people blocked the path of electronic voting machines (EVMs) system who want vote rigging. I am challenging all political parties to contest elections and let the nation choose their rulers.”
